For the past three weeks in Question Period, the Liberals have tried a new catchphrase "culture of deceit". It is used in almost every statement, question from the Liberal opposition. Does this pass as adult conversation in the Liberal Party?

Talk to Liberals – office holders, party organizers, fundraisers – around the country and you will tap into a malaise that a good pollster could rout out with a single question: “What's happening?” “Nothin',” the vast majority would respond, with a margin of error of plus or minus very little.

“There is no Liberal Party,” says one lifelong card carrier who has sat at cabinet tables.

“It died a long time ago. It's not completely extinct yet, but there's no there there.” In this lifelong Liberal's eyes, the party has been stalled for years. No new energy, no new ideas, no vision of what it might like to do. The singular advantage of proroguing, this Liberal would say, is that it has put an end to the squirming every time the opposition pounces.

“The ‘gotcha' stuff is out of control,” says the Liberal. “They bring in all these nerdy keener kids from campus and it's some kind of game to them. They're turning politics into pro wrestling.” The media concentrates on the top, Ignatieff, and on the Hill, but disenchanted Liberals say there is a story to be told far from the now-silenced sound bites of the Centre Block.

The opposition parties are passing motions that are NOT binding or can be used by the Government to declare a loss of confidence. Why? Will the opposition parties use their numerical majority to engineer another "crisis" over the continued use of the 10% by introducing Question of Privilege and Contempt of Parliament?
Why won't the opposition members of parliament remove their continued support of the government through a vote of non-confidence? We hear from the opposition benches the members of parliament we don't trust the government. Really?

The opposition members of parliament are not interested in seeking support in the peoples' house from the people, through an election and continue to vote for the government in power they don't trust.
Will NDP flip-flop on their vote in Parliament behind close doors?.

"There were some (measures in the motion) where we would have done it slightly differently and so we'll have to take those issues up at the Board of Internal Economy," Layton said when pressed on the ban.
His party House leader, Libby Davies, indicated the ten-percenter vote may be the jumping-off point for a negotiation over bulk mail.

One of Ottawa's top pollsters, Nik Nanos, meanwhile, told The Hill Times that the only thing that could help the Liberals at this point would be a "massive mistake" by the government that would allow the official opposition party to pull off "a political smash and grab."

Mr. Nanos said the stalemate—with Prime Minister Harper also in no position to pull the plug because of the government's own low numbers and public apprehension—must be depressing for the restive Liberal party.

"You can imagine what type of psychological impact it has if you're the opposition party, the leader of Her Majesty's Opposition, knowing that there's a government that's going to survive for at least another six months because the political opportunity doesn't really exist to trigger an election," Mr. Nanos told The Hill Times.

"The only thing that could really potentially trigger an election is some kind of scandal or major mistake," he added. "The Liberals basically need the Conservatives to make some kind of massive mistake to create the atmosphere that maybe there would be, what I will say, a political smash and grab."

Parliament of Canada Act establishes BOIE as a management board, similar in authority to a board of directors of a corporation. BOIE is not as a standing committee and therefore it is not subject to the rules, direction and control of the House of Commons. BOIE has full decision making authority. Only its budget is referred to Parliament for approval in the same fashion as all voted Parliamentary appropriations.

This review is carried out in public meetings at which the Speaker, supported by senior officials, appears to answer questions on any matter concerning the budget, BOIE policies and the operations of the House Administration. This is the same process that other committees use to examine the budget and operations of government departments. Procedure and House Affairs can study and report on matters that fall under the authority of BOIE. Such reports would be referred to BOIE for consideration.

The administrative matters of the House of Commons have been the responsibility of BOIE since 1868.

The powers and authority of the Board flow from provisions of the Parliament of Canada Act, the Standing Order sof the House of Commons, and the Parliamentary Employment and Staff Relations Act.

The Board:

• examines and approves the annual budget estimates of the House;
• approves and controls the budget expenditures of the committees of the House of Commons, and tables an annual financial report outlining the expenses incurred by each committee; and
• approves salary scales for non-unionized employees and authorizes officials of the House to negotiate the renewal of the collective agreements of unionized employees and ratifies such agreements. (The Board is deemed to be the employer of the staff of the House of Commons, except for Members’ staff, who are deemed to be employed by the Members.)

When Parliament is prorogued or dissolved, members of the Board retain their functions until they are replaced.

 Smoke and mirrors is a metaphor for a deceptive, fraudulent or insubstantial explanation or description. The source of the name is based on magicians' illusions, where magicians make objects appear or disappear by extending or retracting mirrors amid a confusing burst of smoke. The expression may have a connotation of virtuosity or cleverness in carrying out such a deception.

TORIES OPEN CLEAR WATER AHEAD OF LIBERALS - March 18, 2010

Highlights on demographics that reinforce long game excuse for the Liberals.

The federal Conservative Party has re-established a clear, statistically significant lead over the second-place Liberals. This follows a six-month period during which the governing party fell from majority-government territory into a virtual tie with the opposition Liberals.

The Conservatives have the support of barely a third of Canadians, and they owe their first-place status in part to the continued weakness of the Liberal Party.

The Liberals, who surged into the low thirty percent range during January, now seem to have settled back into the high twenties.

“This is a tribute at least as much to Liberal weakness as to Conservative strength,” said EKOS President Frank Graves. “The Liberals were not able to sustain the updraft they received from the Afghan detainee issue and prorogation around the New Year. The Conservatives’ recent budget and throne speech left no hostages to fortune, and they have regained the political initiative.”

The Conservatives now lead the Liberals across the West, and are tied with them in Ontario and the Atlantic provinces. Only in Quebec do the Liberals lead the Tories, and there they themselves trail the BQ.

The Conservatives have a large lead among men, though they are in a dead heat with the Liberals among women. The Liberals lead the Tories among the university educated, but trail among those with college or high school educations.

What are excuses the Deadbeats alleged are responsible to repay loans after the final extension from Elections Canada expired?

The President of the Liberal Party of Canada Al Apps bragged recently how much money they have raised in 2009. Did the Liberals not raise three million more than 2008? Where did that money go? Narnia Ads, attack ads on radio?

Elections Canada is NOT interested in appealing the decision. Why?

In an affidavit filed in support of the application, Kennedy's financial agent said the illness and death of Kennedy's mother forced the campaign to postpone fund-raising events and left it owing $131,361 at the end of 2009.

Do you remember the suggestion by Hedy Fry for a "special" clinic for H1N1? 

I'm especially pleased to report that my esteemed representative in Ottawa, Hedy Fry, has a charming little postcard she's sending around suggesting that we can't be backpacking around the globe with our Canada flag like we used to. Which was news to me. "This postcard represents what Liberals are hearing from everyday Canadians from coast, to coast, to coast," says Fry. "That, under Stephen Harper, Canada is becoming a diminished light and force on the world stage. Mr. Harper has tarnished our international reputation when it comes to climate change, the United Nations, respect for human rights, peacekeeping, and the list goes on."

Whaaaaaaaat? I'm pretty sure that the world has no clue who Mr. Harper is, and even if they did, I'd be shocked if they had a clue what our position on climate change, UN, or human rights is. I'm not sure they would know what our position on Canadian bacon or hockey would be. (via Damian Penny)

What an embarrassment. If there are Canadians, who in the midst of a recession are traipsing around the world and still think having the Canadian flag on their bag is not something to be proud of they are probably people that told their friends they bought carbon offsets while taking, yet another flight. It's called being a hypocrite, you hippies. The only thing about another election here in Vancouver anyway, is another great opportunity to not elect Hedy Fry to parliament again. -Jackson Murphy

 

According to other affidavits, Bevilacqua's campaign still owed $193,133 in unpaid debts and expenses at the end of the year; Volpe's owed $152,800, Findlay's $130,260. The Dion campaign carried the smallest debt into the new year, owing $40,000.

I could go on but will most likely make a short video demonstrating how the Liberals have chosen to launch photo ops and publicity stunts instead of respecting the 'spirit' of the law.

Beleaguered Ignatieff denies plan

In the past month, Ignatieff has been forced to backtrack on his threat to force an election at the earliest opportunity. And he's had to shake up his Quebec team after his provincial lieutenant, Denis Coderre, quit in a huff.

Coderre bitterly blamed Ignatieff's Toronto-centred inner circle for interfering in his job of recruiting candidates for the next election.

Liberal MP David McGuinty, not known for understatement, declared: "We believe this is probably the most massive propaganda effort of any kind seen at the federal government level in Canadian history."
His memory is either short or selective. There was something called the sponsorship scandal, that grew out of the Liberal government's effort to show the Canadian flag in Quebec after the near-death experience of the 1995 referendum.
Another Liberal MP, Wayne Easter, held up a door knob to  illustrate routine maintenance, as opposed to new infrastructure dollars, on a federal building in Prince Edward Island. He should be careful about having his picture taken with a doorknob--it invites comparisons.

On a day when the Liberals could have loaded the bases, they never even got to first.

Cheque scandal just partisan smoke

That such subjective analysis can pass for serious journalism is a testament to the 24/7/365 multi-media news model that favours headline grabbing content without context over the most basic research necessary to pass a high school civics course.

Yes, a few Tories took a justifiable hit for party logos on photo-op cheques last week. It was wrong, period. It serves as a reminder to elected officials at all levels: It is not your constituency, it is the constituency that you represent. And it’s never mythical government money, it’s taxpayers’ money (often from future generations via deficits) that is being spent.

But to assert that a cabal of government ministers and senior officials is doling out federal funds by riding name and postal code is ludicrous. What’s next: Elvis to the Senate?

The CPC increased the gap in Ontario.The Liberals are dropping in Quebec and British Columbia.The Liberals are continuing to lose support EVERYWHERE while the NDP have gained except the Prairies.

Speaking at an Ottawa daycare centre, Ignatieff said he wouldn't support the Conservatives on confidence motions, but added that he won't actively pursue attempts to bring them down.

Liberals will not cooperate and will trigger an election on confidence votes. Liberal Senators stop blocking some legislation that was supported unamiously in the HOC.
